With a budget of EUR 5.3 billion for the period 2021-27, EU4Health represents an unprecedented stance of financial commitment for an EU investment in health. EU4Health represents the European Union’s response to the current health emergency and is expected to contribute significantly to the post-COVID-19 recovery, making a major contribution to long-term health challenges by building stronger, more resilient and more accessible health systems.
Each year, a targeted consultation is launched to gather stakeholders’ views on current and future EU health priorities and strategic orientations and on the main health needs to be addressed through the annual EU4Health work programmes. The consultation is addressed to the broad European health community, including: organizations representing patients, civil society and other stakeholders in the field of public health and social issues; health professionals and providers; researchers, academia and expert networks; businesses and their associations; Member State authorities. The consultation that ended on June 27th, 2022 provided a valuable opportunity for stakeholders to express their views and for the Commission to receive input to reflect on the priorities and strategic direction of the annual work programme 2023.
All four strands which structure the EU4Health Work Programmes’ strategic orientations have been considered as “very important” or “important” by stakeholders who answered to the consultation. Regarding the most common inputs that arose within this consultation there are the need to address mental health challenges in particular amongst the most vulnerable groups, the need to give more attention to cardiovascular health through actions that tackle primary and secondary prevention of cardiovascular diseases, and that strengthen patient care and the need for more focus on placing disease prevention as the cornerstone of any health system.
During the meeting, the different types of grants (operating grants and grants for actions) have been presented, along with references to public procurements and the EU4Health AWP 2021 and 2022 budget on grants:
– Total budget of Eu4Health grants managed by HaDEA in 2021: EUR 194.8 MLN;
– Total budget EU4Health grants managed by HaDEA in 2022: EUR 507 MLN.
It has also been recalled that all the calls for proposals are published in the Funding and Tender Portal and the calls for tenders can be found on e-tendering.

Finally, during the round table discussion, important needs to be addressed have been presented. Among these, we recall the growing need to reinforce health infrastructures’ facilities all around Europe, to invest in skills and to be able to develop a flexible workforce which can be re-deployed and re-skilled, the importance of increasing the efforts to address all Non Communicable Diseases (NCDs) and to strengthen prevention and health promotion.
